The urea synthesis device comprises a horizontal condenser and a horizontal reactor, wherein the inlet of the horizontal condenser receives liquid ammonia and an ammonium carbonate solution from a high-pressure ammonia pump and a high-pressure ammonium carbamate pump and ternary-substance series mixed gas of NH3, CO2 and water from a stripping tower, the liquid ammonia, the ammonium carbonate solution, the ternary-substance series ternary system mixed gas of NH3, the CO2 and the water enter the horizontal condenser for condensation and generate chemical reaction, and NH3 and CO2 react to generate ammonium carbamate; the horizontal reactor is connected with the horizontal condenser and used for dehydrating ammonium carbamate to generate urea; the stripping tower is connected with the horizontal reactor and a CO2 compressor and is used for heating, decomposing and stripping a mixed urea solution from the horizontal reactor so that the ammonium carbamate is decomposed into the NH3 and the CO2 and free NH3 and CO2 and water are stripped out.
