The method for pretreating all fractions of coal tar comprises the following steps: mixing the raw material coal tar with hydrogen and then feeding the mixed materials into a fixed-bed hydrogenation reactor, and adding a guard catalyst to put the mixed materials into a hydrogenation reaction under 2.8-8.5MPa; and next, separating through a separator, outputting one part of the separated refined coal tar, and returning the rest part to the fixed-bed hydrogenation reactor for cyclic utilization.
