The process comprises the following steps: (1) casting a roll collar by adopting a horizontal centrifugal casting method; (2) finishing the surface to be reinforced of the roll collar; (3) pretreating the surface of the roll collar of the hearth roll of a heating furnace; (4) selecting nickel-based alloy powder as a base coat of the roll collar surface; (5) cladding the base alloy by utilizing high-power CO2 laser complete equipment; (6) coating the roll collar surface with a layer of high temperature resistance alloy powder serving as a high temperature resistance alloy coating; (7) cladding the high temperature resistance alloy coating by utilizing the high power CO2 laser complete equipment; (8) detecting the performance of the composite coating; (9) machining the roll collar surface to a required size.
