The method includes the steps of firstly, preparing composite organic fertilizer; secondly, preprocessing seeds; thirdly, removing water before the harvest of paddy rice; fourthly, sowing wheat seeds; fifthly, harvesting the paddy rice; sixthly, spraying EM fermentation broth after the harvest of the paddy rice; seventhly, spreading the composite organic fertilizer 5-10 days after the EM fermentation broth is sprayed; eighthly, checking seedlings and filling gaps with seedlings; ninthly, managing fertilizer; and tenthly, carrying out weeding. The method has the advantages that the wheat is interplanted in the paddy field, so that high yield of the paddy rice and the wheat is achieved, and problems of conflict between rice straw field-returning and wheat sowing seasons and quality and the like are solved effectively; meanwhile, use amount of the organic fertilizer is reduced, and resource recycling is achieved; and the method is capable of reducing soil moisture loss, is ecological and environment friendly, is stable and high in yield, and is capable of modifying soil, saving cost and increasing yield.
