The system comprises a variable-frequency control device (4), a servo electric motor (1), a hydraulic pump (2) and a hydraulic motor (3) which are sequentially connected, wherein an output shaft of the hydraulic motor (3) is hinged to a rocker arm (5); the top of the rocker arm (5) is provided with a rotary drum (6); a detection device (7) used for detecting the rotating direction, the rotating speed and torque signals of the rocker arm (5) is also arranged on the rocker arm (5); and the detection device (7) transmits the actual detection value to the variable-frequency control device (4) to be compared with a preset value and to perform feedback control. Meanwhile, the invention also discloses a height regulating method using the system.
