The preparation method is characterized by comprising the steps that natural cellulose is adopted as a raw material and modified into a functional adsorbing material with anion adsorbability through a graft copolymerization modifying method for cellulose; the modified cellulose is utilized for loading functional microorganisms so as to treat arsenical wastewater. The preparation method has the advantage that the natural cellulose is modified. The functional material is used for treating arsenical wastewater after loading the microorganisms. The functional microorganisms have the arsenic poison tolerance and have the chelation and oxidization capacity, and the biotoxicity of arsenic in the environment is lowered. The functional material can achieve desorption and regeneration at the certain environment. The functional microorganism loaded adsorbing material is the directional anion adsorption agent, can adsorb AsO2- and AsO43- at the same time, and has the good effect on treating arsenical wastewater.
