The expert system comprises a real-time monitoring data module, a manual supplemental information module, a database system, a human-computer interface, and a knowledge base system connected with the human-computer interface, wherein the real-time monitoring data module is connected with an industrial data network of the nuclear power plant and an online environment radiation monitoring system, and reads running parameters and environment radiation monitoring data of units of the nuclear power plant in real time; the manual information supplementation module is used for selecting an emergency action level or inputting an emergency action level event; the database system is used for storing real-time monitoring data, manual supplemental information data and historical emergency state judgment data; and the human-computer interface is connected with the database system. Compared with the prior art, the expert system and method has the advantages that knowledge construction and inference basis of emergency state judgment are carried out in combination with an emergency plan IC&EAL matrix table established by the nuclear power plant based on expert knowledge and experience, the expert system for judging the emergency state of the nuclear power plant is realized, and reliable support is provided for emergency decision-making.
