A circulating water side of the first heat exchanger and a circulating water side of the second heat exchanger form a first circulating pipeline through a pipeline, a second fan is arranged at an air side inlet of the second heat exchanger, and an air side outlet of the second heat exchanger is connected with an air side inlet of the air pre-heater.
