The device comprises a liquid chlorine vaporizer, wherein a liquid chlorine inlet is formed in the bottom of the liquid chlorine vaporizer; a vaporized warm water outlet is formed in the top of the left side of the liquid chlorine vaporizer; a vaporized warm waterinlet and a chlorine gas outlet are respectively formed in the left and right ends on the top of the liquid chlorine vaporizer; a high-temperature water outlet and a low-temperature water outlet arerespectively formed in the top and the bottom on the right side of the liquid chlorine vaporizer; and a graphite heat exchanger is arranged on the right of the liquid chlorine vaporizer.
