The steel plate is prepared from the following chemical ingredients in percentage by mass: 0.060-0.090 percent of C, 1.30-1.70 percent of Mn, 0.15-0.25 percent of Cr, 0.10-0.35 percent of Si, 0.035-0.070 percent of Nb, 0.010-0.020 percent of Ti, 0.10-0.30 percent of Ni, less than or equal to 0.010 percent of P, less than or equal to 0.002 percent of S and the balance of Fe and inevitable impurities.
