In order to solve the problems, the invention provides the high-hydroxyl vinyl chloride acrylate emulsion with the core-shell structure, a self-made prepolymer is added into a water-based emulsion system to replace part of water-based monomers, so that the addition amount of the water-based monomers is effectively reduced; and the prepolymer is a polymer which is obtained through a ring-opening reaction of acrylic acid and caprolactone and has double bonds and hydroxyl groups at the same time, the prepolymer can have certain hydrophobicity due to introduction of caprolactone, smooth emulsion polymerization is facilitated, and improvement of flexibility and gloss of a paint film in the later period is also facilitated.
