The invention discloses a broadband radar cross-sectional area reduction metasurface with reflection and scattering characteristics, which comprises a plurality of square structure units arranged in a set mode, each square structure unit comprises a bottom-layer metal plate unit, an upper-layer special-shaped metal belt unit and a dielectric substrate unit arranged between the bottom-layer metal plate unit and the upper-layer special-shaped metal belt unit; according to the invention, two special functions, namely reflection and scattering of incident electromagnetic waves, can be integrated in a relatively wide frequency band, so that the functions of specular reflection and RCS reduction are realized.
