A cell is formed by a positive electrode (7), a diaphragm (4) and a negative electrode (5); the cell and an electrolyte (6) are encapsulated in an encapsulation bag (8); the positive electrode (7) is welded with a positive busbar (2); the negative electrode (5) is welded with a negative busbar (1); the positive busbar (2) and the negative busbar (1) are fixedly provided with insulating tapes (3); the electrolyte (6) is a KOH (potassium hydroxide) aqueous solution of which the concentration is 25-45%; LiOH (lithium hydroxide) with the mass percent being 1.2-2.6% added to the electrolyte (6) solution is taken as an electrolyte additive; and mercuric oxide with the mass percent being 1.0-4.0% added to a negative active substance is taken as a zinc electrode additive. At the temperature of 5 DEG C, the zinc-silver accumulator can work reliably without heating before use.
