The organic-inorganic composite paint comprises a basic paint and an organic silicon resin in a volume ratio of 1:(0.5-2); and the basic paint comprises the following components in percentage by volume: 10-20% of pH regulator, 0.001-0.5% of functional catalyst and the balance of siloxane composition. The preparation method comprises the following step: mixing the basic paint and organic silicon resin to obtain the organic-inorganic composite paint. The invention uses diphenyldimethoxysiloxane as one of siloxane components in the paint for the first time, and the diphenyldimethoxysiloxane can enhance the gloss of the paint, so that the prepared paint has high gloss; the main effect of the diphenyldimethoxysiloxane is not the same as the conventional siloxane; and the diphenyldimethoxysiloxane enhances the orientation capacity, heat resistance and oxidation resistance of the system, strengthens the water repellency, improves the thermoelasticity and also improves the compatibility with organic resin and mutualsolubility with pigment.
