According to the scheme, the prime motor can be operated at optimal and constant speed; due to the fact that output electric energy and torque of the magnetic coupling speed governor can be regulated, the prime motor can be operated at constant speed and keep in the optimal operation state, and the efficiency of the prime motor is improved. The electric energy can be generated while the magnetic coupling speed governor transmits the torque, the electric energy supplies a power source for the propulsion motor, and the energy utilization rate is improved on the whole.
