The system comprises an electronic control unit (ECU); a rotating speed sensor used for detecting rotating speed of a diesel engine; an accelerator position sensor used for detecting an accelerator position of the diesel engine; a water temperature sensor used for detecting temperature of inlet and outlet water of a water tank of the diesel engine; a hydraulic oil temperature sensor used for detecting inlet and outlet temperature of a hydraulic oil heat exchanger; an intercooler temperature sensor used for detecting inlet and outlet air temperature of an intercooler; an engine room temperature sensor used for detecting temperature of an engine room; and a pressure sensor used for detecting inlet and outlet air pressure of the intercooler of the diesel engine and the atmospheric pressure. According to the system provided by the present invention, heating sources and cooling systems of a power device are isolated from each other and do not interfere; the main components are all electrically controlled, and through calibration of the electrical control strategy, water temperature rises rapidly to a target temperature after the engine is started, the engine warming time is reduced, the service life of the engine is prolonged, and oil consumption and discharge of the engine are lowered.
