The process comprises the steps: preparing an aqueous solution, of which the total concentration of copper nitrate, zinc nitrate and aluminum nitrate is 0.5-2.0mol/L, and an aqueous solution, of which the concentration of sodium carbonate/sodium bicarbonate is 0.5-3.0mol/L, controlling the pH value of precipitating mother liquor to 6.5 to 8.5 at the temperature of 50 DEG C to 80 DEG C while carrying out stirring, carrying out a reaction, carrying out aging for 0.5 to 4 hours at the temperature of 60 DEG C to 90 DEG C, then, washing precipitates with deionized water, preparing a suspension, of which the solid content is 5% to 30%, from the washed precipitates by using deionized water, and carrying out spray drying; and finally, roasting the dried precipitates for 1 to 5 hours in an air atmosphere at the temperature of 300 DEG C to 400 DEG C, thereby obtaining the catalyst.
