The apparatus is composed of a wetland pool body, a wetland water distribution system, an anaerobic charge collection zone, an anoxic charge redistributing denitrification zone, and wetland plants. The wetland water distribution system is located on the bottom of the wetland pool body. The anaerobic charge collection zone is located on the bottom of the wetland pool body and above the wetland water distribution system and is composed of an anaerobic substrate layer and a charge collection electrode; the anoxic charge redistributing denitrification zone is arranged on the top of the wetland pool body and above the anaerobic charge collection zone and is composed of an anoxic substrate layer and a charge redistributing electrode. The charge redistributing electrode is connected to the charge collection electrode through external circuits. Root systems of the wetland plants are located in the anoxic charge redistributing denitrification zone.
