The device comprises a surrounding body capable of surrounding the retaining structure.The surrounding body is further provided with a lifting device. The lifting device is provided with an air inlet runner and an exhaust runner. The lifting device drives the surrounding body to float vertically through exhausting of the exhaust runner. Due to the fact that the lifting device drives the surrounding body to sweep vertically, the attack angle and the pneumatic appearance of tower sections at different heights can be changed continuously in a floating height range, formation of vortexes on the two sides behind a tower is hindered, the consistency of the disengaging frequency of upper and lower vortexes of the tower is disorganized, and generation of vortex-induced vibration is inhibited.
