The manufacturing method comprises steps of S1: placingplane-concave lens on candle flame so as to generate a layer of uniform candle ash nano particles on the surface of the concave face of the plane-concave lens; S2: immersing the plane-concave lens into a container containing polydimethylsiloxane, and by use of a dip-coating method, forming candle ash nano particle- polydimethylsiloxane compound; S3: leading out redundant polydimethylsiloxane on the surface of the plane-concave lens; and S4: carrying out thermo-curing on the plane-concave lens. According to the invention, the focusing spots are small; the device is small in size; the method issuitable for high-precision treatment; and the device and the system are simple and cheap to prepare, and suitable for handheld operation.
