A weather resistant steel surface stabilization treatment liquid for marine atmospheric environment includes, by mass, 1-40% of closing membrane resin, 0.1-10% of granular resin, 0.05-10% of an improving element, 5-20% of pigment, 0.1-0.5% of a defoamer, 0.1-0.5% of a dispersant, 0.1-0.5% of a dustproof agent, and the balance being water or organic solvent. The stabilization treatment liquid can block the contact between chloride ions and the substrate while required water and air for forming a surface rust layer on the weather resistant steel can pass through. The stabilization treatment liquid contains a substance which promotes the stabilized generation of the surface rust layer, so that a proper environment for generation of the surface rust layer on the weather resistant steel in themarine atmospheric environment is formed, thus achieving non-maintenance use of the weather resistant steel in the marine atmospheric environment.
