The invention relates to the geophysical apparatus technology, in particular to an earthquake precursor predicting and forecasting system device which is composed of a deep hole, an infrared thermometer, a computer, a photography instrument, a conducting wire, a pendant cord, a clock, a bracket and a sealing-plug, wherein, the computer, the photography instrument and the conducting wire are mutually matched for composing a photography monitoring system, and carrying out real-time monitor to the temperature value of the infrared thermometer and the clock; the photography instrument mutually corresponds to the infrared thermometer, and is correspondingly matched with the infrared thermometer; the infrared thermometer, the clock and the photography instrument are fixed on the bracket in a mutual matching manner, and are connected with an electric wire; the bracket is connected with the pendant cord; the clock can be an electric clock; the electric wire provides power for the infrared thermometer and the clock; and the pendant cord has the functions of positioning the bracket, the infrared thermometer, the clock and the photography instrument at the lower end and the bottom part of the deep hole from the upper end of the deep hole, and pulling the bracket to the ground from the bottom part of the deep hole. Another embodiment is composed of a deep hole, a barometer, a computer, a photography instrument, a conducting wire, a clock and a sealing-plug, wherein, the clock, the photography instrument, and the barometer are fixed on a bracket in a matching manner; and the bracket is fixed on the outer surface of the sealing-plug in a matching manner. The invention is applicable to the predication and the forecast of 5-8 grade earthquakes.
