The method is carried out according to the following steps of: (a) after putting into a furnace and tapping, retaining more than 80 percent of slag; (b) tilting the furnace, adding steel scraps, blending molten iron and straightening a furnace body in a shaking way; (c) descending a gun, supplying oxygen and starting converting; (d) when the silicon-manganese oxidation is finished, ascending the gun and deslagging; (e) charging according to 48 to 54 percent of the total addition amount of a common slag charge, slagging and converting continuously; (f) when the converting reaches a final component range, stopping supplying the oxygen, turning down the furnace, sampling, measuring the temperature and analyzing the carbon content, the sulfur content and the phosphorus content quickly; (g) when the components and the temperature conform to the specified requirements, turning down the furnace and tapping; and (h) carrying out deoxidated alloying treatment during tapping, retaining 80 to 100 percent of slag quantity simultaneously and preparing the converting of steel in the next batch.
