The scale inhibitor comprises the following components in percentage by mass: 40-57% of polyacrylic acid, 20-35% of acrylic acid bipolymer, 0.05-0.35% of benzotriazole, 1-4.5% of hydrolytic polymaliec acid, 0.05-2% of ethanol, 0.05-0.35% of phenol polyethenoxy ether and balance of water. The manufacturing cost of the scale inhibitor of the invention is less than above10% of the manufacturing cost of the existing scale inhibitor. In addition, many raw materials of the scale inhibitor are at food level; and thus, the scale inhibitor can not easily volatilize, and no toxic or harmful organic substances are brought into the product water through distillation in the production process. The product water has good mouthfeel, the indices are far better than the drinking water standard, and the water can be easily accepted by mass people. The invention has better corrosion inhibition performance, can prolong the service life of metal, and can effectively ensure safe and stable operation of similar sea water desalting plants.
