The method comprises the steps of establishing an annular energy consumption model, establishing an annual operation expense model and establishing a pollution emission model in a mathematic model manner, forming a multi-target function through the three mathematic models to be used as an adaptive value of the algorithm, solving by utilizing a random fish swarm algorithm to obtain device capacity data, and designing a device procurement scheme of the CCHP system according to each device capacity data. The method reflects the Pareto optimal principle, all targets of the triple co-generation of the CCHP system reach the optimal resource allocation, and various device procurement schemes can be provided for a decision maker.
