The ceramic-based wave-transmitting material comprises two layers of first ceramic substrates, a plurality of metal microstructures which are arranged between the two layers of first ceramic substrates in a clamped manner and distributed in a grid shape, and two layers of second ceramic substrates which are used for covering the outer surfaces of the two layers of first ceramic substrates respectively and are different from the first ceramic substrates. The wave-transmitting material made of different ceramic substrates as well as the antenna cover and the antenna system of the wave-transmitting material are very high in wave-transmitting efficiency within wider frequency band. After the antenna cover is added to an antenna, the radiation capability of the antenna is improved and the gain is effectively increased.
