The plasma beam processing system is composed of a plasma generator, a printing distance adjustment apparatus, a gas supply apparatus, and a wire feeding apparatus which continuously feeds a to-be-processed wire material. The monitoring system comprises a position regulating controller, a temperature detection unit, a distance detection unit and a printing distance adjustment controller. A temperature regulating apparatus is composed of the temperature detection unit and the printing distance adjustment controller. The forming method includes the steps of: 1) obtaining a three-dimensional stereo model of a to-be-formed work piece and performing layered slicing treatment; 2) performing scanning path filling; 3) obtaining a printing path; and 4) printing the product from bottom to top layer by layer. The device has reasonable design, simple operation, high forming efficiency and good use effects and is free of a sealed forming chamber and also is free of a protective atmosphere or a vacuum environment, wherein the work piece forming process is directly carried out under atmospheric environment.
