The curing agent comprises the following raw materials: DOPO and 2-methyl tetrahydrophthalic anhydride; and the preparation process of the flame-retardation curing agent is simple, the flame-retardation curing agent is prepared by only one step, the method is characterized in that under inert gas atmosphere, DOPO, 2-methyl tetrahydrophthalic anhydride and a solvent are mixed and reacted at certain temperature for several hours, rotary evaporation is carried out to remove the solvent to obtain the product; or the materials are reacted for several hours under solvent-free condition, then the materials are cooled to room temperature to obtain the required product, the obtained products under different ratio conditions are colorless liquid to light yellow liquid.
