The invention discloses a harmless processing method of an insulation backboard for a scrapped crystalline silicon photovoltaic module. The method includes following steps: disassembling an aluminum frame; separating the backboard and the module; cleaning the separated backboard; and crushing the backboard after cleaning, then performing degradation through an alcoholysis reagent, obtaining a fluorine-containing material mixture which is not dissolved in an alcohols solvent and a PET degradation product which is dissolved in the alcohols solvent, and finally processing the alcoholysis product. According to the method, harmless processing of the fluorine-containing photovoltaic backboard in the photovoltaic module is performed, PET in the photovoltaic backboard is degraded by employing the environment-friendly alcohols reagent, the remaining fluorine-containing material is used in a polyester coating industry, the product after the degradation of PET is used for aqueous polyurethane production, the alcohols reagent used in a recovery process can be recycled, the recycling of the photovoltaic backboard is truly achieved, and harmless processing of the photovoltaic backboard is realized.
