The profile control agent is prepared from two parts of a high-permeation oil layer profile control agent and a medium-permeation oil layer profile control agent, wherein, in percentage by weight, the high-permeation oil layerprofile control agent is prepared from 70 to 80 percent of the fired-coal waste residue with a mesh number of 50 to 100 meshes, 10 to 20 percent of high molecular polymer, 0.5 to 1.0 percent of cross-linking agent, 0.05 to 0.08 percent of stabilizing agent and the balance of water; the medium-permeation oil layer profile control agent is prepared from 40 to 50 percent of the fired-coal waste residue with a mesh number of 100 to 150 meshes, 5 to 10 percent of thickening agent, 1 to 2 percent of dispersing agent, 0.1 to 0.2 percent of pH regulator and the balance of water. The profile control agent with the fired-coal waste residue, which is provided by the invention, has the characteristics of being good in stable performance, high in plugging intensity, high in profile-control success rate, long in valid period and good in production increment effect and can be used for meeting the profile control demand of oil reservoirs with different permeation rates; meanwhile, the profile controlagent is used for effectively solving the problem of environmental pollution caused by the external discharge and the landfill of fired-coal waste and therefore, the profile control agent can be widely applied to the resource treatment of the fired-coal waste residue and the water shutoff and profile control processes of oil and water well.
