The method comprises the following steps: performing homogenization treatment on the lithium tailings and the steel slag tailings, putting the processed lithium tailings, the processed steel slag tailings, a clay raw material and water into a ball mill according to a certain ratio, performing mixing fine grinding, performing sieving to remove iron, putting the iron-removed material in a mud pool, performing filter pressing to form a mud cake, performing mud refining to extrude mud sections, performing extrusion molding on the mud sections to obtain wet green sintered water-permeable bricks with uniformly-distributed straight-through water-conveying holes of 5-10 mm, cutting the wet green bricks, putting the cut wet green bricks on supporting plates, sending the supporting plates to a tunnel kiln, and performing drying; and performing high-temperature sintering on dry green bricks according to a certain firing system at temperature of 1100-1200 DEG C in an energy-saving double-layer tunnel kiln to prepare the water-permeable bricks.
