The biodegradable plastic is formed by a starch-polyvinyl alcohol blend system, and a mass ratio of starch to polyvinyl alcohol to sodium benzoate is 1:1.2:1.6. After an upper mould of the corn seed treatment mould and a lower mould are closed, a plurality of spherical grooves are formed inside and used for placement of the corn seeds.
