A fixed monitoring station is formed on a port water area shore base by using the mobile ship exhaust emission traceability device, and the mobile ship exhaust emission traceability device at least comprises three parts: a sample gas collection controller, a meteorological information collection mechanism and aship automatic identification tracking mechanism; the sample gas collection controller is used for remotely collecting, treating and analyzing waste gas discharged by the ship so that the concentration of pollutants in the atmosphere discharged by the ship is monitored and analyzed in real time; the meteorological information collection mechanism is used for collecting meteorological environment data near the fixed monitoring station and the monitored ship; and the ship automatic identification tracking mechanism is used for collecting ship static information and dynamic information of the water area around the fixed monitoring station and tracking the discharge temperature of the chimney opening of the monitored ship in real time.
