According to the animal carcass harmless treatment system and process, a chemical drying high-temperature high-pressure method is adopted, high-temperature high-pressure saturated steam is introduced into an interlayer and a middle shaft of a chemical tank to indirectly heat materials, so that pathogens in livestock and poultry carcasses are completely killed when the interior of the tankreaches a high-temperature (120-180 DEG C, 0.25-0.35 mpa) high-pressure state, and the purpose of drying the materials is achieved by vacuumizing and heating after pressure relief; and the treated materials can be used as raw materials of bio-organic fertilizers or non-human edible animal feeds, and the obtained grease can be used for industrial oil or refining biodiesel.
