The device comprises a capillary tube, a first discharge electrode, a second discharge electrode, a discharge circuit, a first mounting piece and a second mounting piece; the negative electrode of the discharge circuit is connected with the first discharge electrode; the positive electrode of the discharge circuit is connected with the second discharge electrode; the discharge circuit is used for providing voltage drop for the first discharge electrode and the second discharge electrode; the first discharge electrode and the second discharge electrode utilize the voltage drop to break down gas in a fourth channel, so that the gas is subjected to arc discharge to form plasma; and the plasma forms a pulse proton beam for accelerating the laser passing through the fourth channel to realize focusing while bearing strong discharge current.
