The preparation method comprises the following steps: heating the matrix asphalt at 115-135DEG C; heating and evenly stirring the reclaimed oil, plasticizer and high temperature stabilizer at 115-135 DEG C to obtain a mixture; and finally, stirring the matrix asphalt and the mixture at 115-135 DEG C and cooling to obtain the plain asphalt reclaiming agent. The application is as follows: taking aging asphalt and heating at 110-135 DEG C, adding the plain asphalt reclaiming agent, wherein the additive amount thereof is more than 30% of that of the aging asphalt; and stirring the mixture at 100-110 DEG C to obtain the reclaimed asphalt.
