The system consists of an SBR treatment device and an artificial wetland treatment device; the SBR treatment device comprises an SBR tank, a water inlet system, an aeration system, a drainage system, a sludge discharge system and automatic control equipment; and the artificial wetland treatment device consists of a three-level side wetland bed, a natural reoxygenation tank and a stabilization pond. The SBR and artificial wetland combining technology has the advantages of two water treatment techniques. The SBR has the advantages of strong impact load resistance, high automatic control degree and simple operation; and the artificial wetland has the advantages of low operation cost, simple maintenance, ecological effect, greening function, and capacities of beautifying the environment and combining the residential landscape. Meanwhile, the SBR and artificial wetland combining technology can overcome respective defects of the two techniques, shorten the aeration time of the SBR system, and reduce the energy consumption thereof. The artificial wetland can make up the nitrogen and phosphorus removal effect in the SBR; and the SBR system can solve the problem that the artificial wetland system has poor treatment effect in winter, effectively prevents the blockage of the artificial wetland, and reduces the occupied area of the artificial wetland.
