The method comprises the following steps: inoculating activated sludge to an anoxic tank and an aerobic tank to fill the anoxic tank with activated sludge, turning on a stirrer and repeating the following steps: 1) a water feed pump is turned on and sequencing batch feeding of water is adopted, and according to design treatment capacity, high ammonia-nitrogen wastewater to be treated is inputted into the anoxic tank and then flows into the aerobic tank through a downflow weir; 2) in the anoxic tank, nitrate nitrogen in the wastewater is reduced under the action of a carbon source; an aeration system is turned on, and ammoniacal nitrogen and organic matters in the wastewater are oxidized in the aerobic tank; and the aeration system is turned off; 3) in a membrane separation tank, design treatment capacity-based nitrated wastewater is filtered with a membrane in a membrane module and then the filtered wastewater is discharged; in the anoxic tank and the membrane separation tank, wastewater which is 3 times less than the design treatment capacity flows back to the anoxic tank; and in the anoxic tank, the same amount of denitrified wastewater flows into the aerobic tank through the overflow weir. By combining the A/O technology and the membrane separation technology, efficient mud-water separation can be realized, and stable effluent quality can be obtained.
