The invention relates to high-ductility compact homogenous C60 marine concrete, which is characterized by consisting of water, a cementing material, fine aggregate, coarse aggregate, a reducing and toughening agent, a water reducing agent and high-strength organic polymer fiber, wherein the cementing material consists of cement and mineral admixture; the reducing and toughening agent is formed by compounding a polyether reducing agent and a polyisocyanate toughening agent which can be stably dispersed in cement slurry (strong-base and high-salt cement slurry) according to a weight ratio of 1:2-2:1; and the concrete comprises the components in proportion: 135-155 kg / m<3> of the water, 370-410 kg / m<3> of the cement, 20-60 kg / m<3> of fly ash, 50-90 kg / m<3> of the mineral powder, 600-800 kg / m<3> of the fine aggregate, 950-1,150 kg / m<3> of the coarse aggregate, 2.0-3.0 kg / m<3> of the reducing and toughening agent, 5.0-8.0 kg / m<3> of the water reducing agent and 3.0-5.0 kg / m<3> of the high-strength organic polymer fiber.
