A diol ester type compound and optionally a silane type compound which are adopted as the main catalyst, an organic aluminum compound and an external electron donor are used as a catalyst. The butylene-1 is subjected to catalytic polymerization at 0-150 DEG C preferably 40-100 DEG C under a polymerization pressure higher than the saturated vapor pressure of the butylenes-1 under the corresponding polymerization temperature. Preferably, the main catalyst, the organic aluminum compound and the external electron donor are subjected to precomplexation and then are used for catalyzing the butylene polymerization to obtain a polybutylene-1 product having high isotacticity (reaching 98.95%) and high catalytic activity can be achieved.
