The ultrafiltration membrane assembly comprises a shell composed of an upper sealing cover, a barrel and a lower sealing cover. A hollow fiber ultrafiltration membrane carrying the catalyst and an ultraviolet lamp are fixedly installed in the barrel through an upper tube plate and a lower tube plate. An ultrafiltration water inlet tube, an air inlet scrubbing tube and an ozone adding tube are arranged on the lower sealing cover. Water flow can be pushed to move from bottom to top, the hollow fiber ultrafiltration membrane is made in a shaking state, the catalyst carried on the ultrafiltration membrane is evenly irradiated by ultraviolet light easily, the mass transfer effect between the ultrafiltration membrane carrying the catalyst and ozone and pollutants is enhanced, and therefore the catalytic oxidation effect is enhanced.
