Abstract

A heater is connected between an upper gas-phase outlet of a gas-liquid separating device and a membrane separator, and to-be-processed process gas coming out of the gas-liquid separating device is heated and then sent into the membrane separator; a throttling valve is arranged on a pipeline between a liquid phase of the upstream gas-liquid separating device or a rectifying section tray above a tower feed port and the permeation side of the membrane separator, materials coming from the upstream gas-liquid separating device or the rectifying section tray above the tower feed port pass through the throttling valve or an adjusting valve and then enter the membrane separator in the form of the gas phase to be mixed with components permeating through a membrane to serve as recovery hydrogen-rich gas; a neutralizing washing tank is connected with the membrane separator, and non-permeation gas materials which still contain part of residual hydrogen chloride after hydrogen chloride and hydrogen are partly recovered in the membrane separator enter the neutralizing washing tank and are processed through a wet method technology; or, non-permeation gas materials where hydrogen chloride and hydrogen are partly recovered are processed through a dry method technology.
