The preparation method comprises the following steps: S1, selection of raw materials: selecting a calcium salt, an iron salt, an aluminum salt, polyaluminum ferric chloride and polyaluminum sulfate as raw materials; S2, weighing of the raw materials: selecting a ratio of the calcium salt tothe iron salt to the aluminum salt to polyaluminium ferric chloride to polyaluminum sulfate to denitrifying bacteria of 2: 2: 2: 1: 1: 1, putting the raw materials in a dry and clean container for weighing; and S3, mixing of the material: putting each of the raw materials which have been proportioned according to the above ratio into a dry and crystalline container for mixing.
