The preparation method comprises followingsteps: (1) mixing and stirring rubber mixed powder, fibers, chitosan, and water to obtain a mixture (A); and (2) adding reclaimed materials of building wastes, cement, purified ash residues in a calcium carbide furnace, and the water reducer into the mixture (A) obtained in the step (1), and keeping on stirring to obtain the noise reducing thermally insulated cement mortar. Wastes such as buildingwastes, waste tires, and ash residues in a calcium carbide furnace are taken as the raw materials; and the cement mortar is environmentally friendly and safe, has high strength and a low contractionrate, and also has a good thermally insulating and noise reducing effect at the same time.
