The invention provides the fast call method between the calling and the being called in a mobile communications system, simplifying the NAS signaling order between the UE and the CN in the call process, omitting authentication, encryption, security patterns and TMSI re-allocation process in the call setting process. As we have completed the authentication encryption, safe mode orders when users switch on the machine, cyclical location updating and routing updates, so the encrypted authentication, security model are not needed in call setup time. For the business itself, data can be encrypted at the operational level, which would guarantee the safety of operations, and save the time. By optimizing the non-Signaling access layer, the invention achieves reducing the time of call setting. The method can reduce call, set up delay and increase users' terminal satisfaction.
