According to the method and the system, TCHs can be selectively allocated for some user services, of which the time delay is expected by the network to be shortened, according to the busy degrees of the TCHs to transmit signaling, and SDCCHs can be allocated for other common user services. Therefore, call establishment time delay of a corresponding user service is shortened without causing network congestion.
