In order to solve the problem that a connecting rod cover and a connecting rod body in a locomotive diesel engine can be connected with each other and screwed down by bolts and the screwing moments of all bolts are basically consistent and can be orderly recorded, the invention provides a connecting rod bolt screwing device which comprises a hydraulic torsion spanner, an electric hydraulic pump, an internal angle bolt sleeve, an internal angle encoder, an operation rod, a PLC and a computer system. When in use, the screwing torque and angle data of the connecting rod bolt is firstly input into the computer system; after the internal angle bolt sleeve aims at the nut position of the connecting rod bolt, the electric hydraulic pump is started to drive the hydraulic torsion spanner to be rotated in the direction corresponding to the angle data; meanwhile, the computer system acquires and records the screwing torque information of the hydraulic torsion spanner and the angle information ofthe bolt rotation of the angle encoder through PLC till that the bolt is screwed down according to the screwing torque and the angle data; meanwhile, the computer system obtains a torque vectorgraph according to the screwing torque information and the bolt rotation angle information.
