The method comprises the following steps: collecting a plurality of sample images; utilizing the sample images to respectively compose a sample blue algae image set and a monitored image training set; calculating and obtaining a blue algae pixel characteristic threshold value according to the sample blue algae image set and the monitored image training set; collecting the image to be monitored; dividing the image to be monitored into a blue algae area and a non-blue algae area according to the blue algae pixel characteristic threshold value; and giving an early-warning message when the ratio between the area of the blue algae area and the area of the image to be monitored exceeds an early-warning threshold value. In the invention, the blue algae are monitored automatically in real time according to water-surface images; and the early alarm is given according to the explosion intensity of the blue algae. The collecting and processing of the image to be monitored and the explosion intensity evaluation calculation are realized by the monitoring device; and the explosion intensity result of the blue algae is only transmitted to a remote monitoring center, thus reducing the data transmission quantity.
