The device comprises a split calcining device, brine electrolysis oxygen generating equipment and a coal gas generating furnace, wherein the split calcining device comprises feeding equipment, a preheating chamber, a solar calcining chamber, a cooling chamber, a gas heating chamber and discharging equipment; the preheating chamber, the calcining chamber and the cooling chamber are connected through material conveying equipment; and the gas heating chamber and the calcining chamber are provided with solar compound optical heating systems respectively. In the device, the material is calcined by using a solar technology, so that non-renewable energy resources are saved, and the emission of greenhouse gas is avoided.
