According to the method, the fluorine-containing mineralizing agent fluorite is partially or completely replaced, the influence of the fluorine-containing matter to the environment is removed, and the powdering problem of the magnesium slag can be solved. The method comprises the following steps of: feeding parched cerium oxide polishing liquid recovery material to replace the fluorite to be served as a new mineralizing agent to uniformly mix with the silicon iron and the calcined dolomite during the mixing and fine grinding process of the production raw materials of the magnesium metal; pressing the mixture into ball through an oil press under pressure of 15 tons; and then reducing in a reducing tank at a high temperature under a vacuum condition; heating the reducing tank to reach to the temperature about 1200 DEG C, and keeping the temperature; and condensing the magnesium steam at the cooling end of the reducing tank to obtain the crude magnesium under the sucking force of a vacuum system. The method is simple in technology and low in cost, and adopts the rare earth waste to replace the fluorite to smelt the new mineralizing agent.
