A reactor inlet of the facility is successively communicated with a sewage tank, a sodium sulfate storage tank, a ferric salt storage tank, and a pump. The sodium sulfate storage tank, a sodium hydroxide storage tank, and a draught fan are installed on the reactor. An outlet of the reactor is communicated with a sludge thickener and a clean water basin. The method includes the following steps: (1) in the stage of water inflowing, sewage, iron ion, and sodium sulfate are added in the reactor to be stirred and then sulfuric acid is added for adjusting potential of hydrogen (PH) value; (2) in the stage of reaction, power source is turned on, the reaction is conducted by blasting aeration, and the PH value is kept from 2.5 to 4.5 in reacting process; (3) in the stage of sediment, sodium hydroxide is added into the reactor, and the PH value is adjusted to 7-8 and then the sediment is precipitated; (4) in the stage of water discharging, liquid supernatant is discharged from a water decanter to the clean water basin and sedimentary sludge is discharged into the sludge thickener.
